After getting a 'D' in his investigative reporting class, Richie searches for a big story to help improve his grades. When he hears how Howard is being forced to pay an extortionate surcharge by the garbage man for picking up the trash each week from his store, Richie decides to investigate further, only to discover that the Milwaukee garbage service stinks... of corruption.
