After the alternate Earth reality, Daniel Jackson warns that it is only a matter of time before the Goa'uld's really do attack Earth. In the meantime however, Senator Kinsey (Stargate's financier) tells of his plans to shut the project down and dismisses the danger of the Goa'uld's. Even Daniel's warning's of an imminent attack by the powerful civilization won't sway the Senator, who is determined to bury the gate and put the program out of business.
