Wes Block (Clint Eastwood) is a New Orleans police detective who has recently been assigned to a case involving a serial killer.

The killers victims are all young and very attractive women whom he rapes before murdering. However when his enquiries take him to the rough end of town (an area he is known in) things start to change.

The killer starts getting personal, killing close acquaintances to Block and threatening the lives of his two daughters and new love, rape councillor Beryl Thibodeaux.
