Fact-based drama about a reporter who uncovers a large-scale cover-up of police brutality when investigating the case of a disabled man who is on trial for murder. When he tries to expose the story - just one of many in a history of violence against minorities - he is opposed by police and citizens all determined to have a 'safer' city - at any cost.
