When a series of bombs is set off in the heart of New York, FBI agent Anthony Hubbard (Denzel Washington) investigates. Before he can root out the terrorists, however, New York descends into a state of panic, martial law is declared and the troops move in. With the constitution 'on hold', have the terrorists already won? Also starring Bruce Willis and Annette Bening.
