Billy Zane is the titular Phantom - a masked avenger who has dedicated his life to ridding the world of injustice in all its forms. Each Phantom inherits his title from his father, and the 21st-century incarnation is Kit Walker (Zane). Walker's adversary is wealthy megalomaniac Xander Drax (Treat Williams), who is attempting to track down the Skulls of Touganda, which will give him dominion over the entire world. Can Kit stop Drax before he can implement his evil scheme?
