Action thriller starring Steven Seagal as a one-time intelligence operative hired by the LAPD to help catch a serial killer who is preying on the citizens of Los Angeles.

Paired with a tough cop (Keenen Ivory Wayans) who is not enamoured with his methods, the agent begins to dig further and soon uncovers a far-reaching conspiracy that may involve his former employers.
