The two warrent police brought in to investigate the murder of the army captain, who was stationed in psychological operations, are Paul Brenner (John Travolta) and Sara Sunhill (Madeleine Stowe). The two CID detectives find that Elisabeth had been staked down to the earth by tent poles, strangled and then raped on the urban warfare range of Fort MacCallum. However they also uncover that when she was training at West Point Academy, there was an incident involving General Campbell (James Cromwell) and his aide, Colonel George Fowler (Clarence Williams III). Now the girls one confident has been found dead, apparently suicide, and is now the scapegoat for her murder. The detectives find themselves tangled up in a web of sexual impropriety and cover-ups. For all those who like to see the suits of the world come crashing down, Travolta is a convincing hero. Relishing the opportunity to flex his authority, Brenner happily bullies those who fall into the path of his investigation, either with words or by throwing his weight around physically.
