When Jack Mannion, a tenacious crime fighter is appointed the new police commissioner of Washington DC, his quest is to make crime a thing of the past. Jack uses the same revolutionary tactics he placed in his former jurisdictions dropping crime by 50 per cent. Mannion finds his career is suddenly at stake when he turns for help to a Russian mob contact from his past.
