Chris Lecce (Richard Dreyfuss) and Bill Reimers (Emilio Estevez) are two plain clothes policeman. When a brutal murderer, Stick Montgomery (Aidan Quinn), escapes from prison the pair are given the dirty, night shift, job of staking out the home of his ex-girlfriend, Maria McGuire (Madeleine Stowe) in the hope he will return to her for help.

Chris is given the job of putting bugs in her house, disguised as a telephone engineer called Bill, and the two start to fall in love. Now every time he is with her, Reimers has to watch from across the road and warn him when the day-shift start their watch giving Chris enough time to get out unnoticed, resulting in some very comical close shaves and dress-ups.

However when Maria's ex turns up unannounced, Telephone Bill and his partner find themselves in very deep trouble.
