Spy spoof in which secret agent Dick Steele - aka WD-40 - must stop his nemesis, the evil General Rancor, who is threatening the world with his colossal weapon. At the behest of his director, who has a penchant for disguising himself as office furniture, Steele teams up with a beautiful KGB agent and blunders his way through a series of misadventures.
