The three members of a terrorist cell are forced to go on the run when their cover is blown, and take refuge in a London restaurant. When they are discovered, they take the staff and customers hostage, and an MI5 operative is assigned to break the siege. But the situation is complicated when she learns the terrorists have the means to create a chemical bomb.
