The story follows Lt. Cmdr. Tom Farrell (Kevin Costner) who is a US naval officer assigned to the Pentagon. All is going well until he embarks on an affair with Susan Atwell (Sean Young) not knowing that she is also the mistress of a highly motivated politician David Brice (Gene Hackman). When Susan is found murdered in her apartment, Tom is assigned to the case of finding her murderer who it is believed is a KGB spy. He soon finds himself grappling with a dangerous cover-up within the inner circles of government. However when a Polaroid negative is found under Susan's bed Tom realises that it is he who will appear in the photo and thus will be named as the prime suspect.
