Action thriller in which a tough cop goes undercover in a newly-opened Alcatraz prison where he tries to infiltrate the inner sanctum of a gang. However, a warden takes control of the prison after learning that an inmate on death row has stashed away a fortune in gold, threatening to kill hostages if the location of the loot isn't revealed. The cop now has to drop his cover and persuade the other inmates to help thwart the hijacker.
