This rule is perpetuated by the "Population Law". John Brennick (Christopher Lambert) and his wife Karen (Loryn Locklin) flee to Mexico when she becomes pregnant again, following the death of their first child. However it isn't long before they are captured by the border police and sent to the maximum security prison known as "The Fortress". Inmates in this prison are controlled by lasers, neutron-cannons, cameras, mind-scanners and electronic pain-causing devices in their stomachs which explode if they escape. This institution is a subterranean high-security prison owned by the Men-Tel corporation and operated by "Zed-10", an omnipotent computer system, and a sadistic, genetically "enhanced" warden called Prison Director Poe (Kurtwood Smith), who has extremely cruel and wicked plans for Karen and her unborn child. However, with the help of his cellmates including a computer geek called D-Day (Jeffrey Combs), Brennick plots to breakout the Fortress and shifts into auto-pilot action mode.
