Charles Bronson returns as police inspector Paul Fein, in what was his last acting role. As Paul faces the possibility of being promoted to police chief, his detective son Ben (Joe Penny) investigates the brutal killings of a wealthy banker and his wife, only to find a trail of corruption that leads all the way to City Hall.
