Back in 1996 Simon Phoenix (Wesley Snipes) was convicted for murder and cryogenically frozen in the CryoPrison for his punishment. However when he is revived well in 2032, for his parole hearing he escapes and starts another killing rampage.

However no-one in this futuristic society can stop him as violence and hate have been things of the past for a long time and the police are nolonger trained for such events.

Luckily Sgt. John Spartan (Sylvester Stallone), the cop who captured Phoenix, has also been cryogenically frozen - this time for a crime he didn't commit.

In a last ditch desperate attempt to halt the crimes Phoenix has committed the future police force revive Spartan as he is the only person who is trained to deal with such a criminal.
