The eternally crumpled cop investigates a case of homicide and fraud which is seemingly connected with a chain of health clubs. Naturally, his fondness for cheap cigars doesn't go down too well, but it's soon more than just his smoking that's ruffling feathers, as he draws ever closer to the killer, exercising his unique brand of psychological torment to get his man.
