Scientists are priming water to become the world's dominant energy source. Keanu Reeves is falsely accused of sabotage when an explosion at the University of Chicago's Hydrogen Energy Project takes out eight city blocks and sends him fleeing across the city on his way to Wisconsin, Washington, D.C., and a northern Virginia bunker. His female partner in flight is a scientist colleague played by (Stealing Beauty's) Rachel Weisz.

Morgan Freeman is the project benefactor who's too good to be true; he's right out of the action-cliche textbook, along with a gruff FBI agent (Fred Ward) and a murky corporate villain (Brit Brian Cox, with an equally murky Southern accent).
