It is 2017 and the USA is in another civil war. Pockets of calm exist, however, such as Steel Harbor, free from the clutches of both federal troops and resistance fighters. It is here that feisty Barb Wire (Pamela Anderson Lee) lives, running the Hammerhead, a bar-cum-nightclub. She has a secret life, though, acting as a mercenary, a bounty hunter - and she's one of the best.

One of the fugitives she tracks down is Krebs (Loren Rubin) who provides the key to the plot. He is in possession of a pair of special contact lenses that allows the wearer to evade retinal identification by government scanners. Barb ends up with the lenses and has a dilemma: should she sell the lenses off for heaps of cash or give them to government doctor Cora D (Victoria Rowell) for widespread benevolent purposes?
