As a riot rages overnight in New York City during a power outage, Sullivan and Davis are trapped in an abandoned store by a violent mob. After finding a severely injured man accompanied by a mysterious woman, Nancy Drummond (Sean Young), the officers escape with them when they are rescued by Doc and Carlos. Sullivan and Davis learn a shocking secret about the man and woman but are asked to suppress that aspect of the story. Meanwhile, stuck in a stalled elevator, Yokas desperately tries to free herself and her unconscious husband Fred, who has suffered a heart attack. Also, Sullivan grapples with a disturbing discovery about his wife, Tatiana (Savannah Haske).
