On the eve of the President's trade summit meeting, Josh is troubled to learn that Bartlet intends to reverse his position concerning the loss of American jobs to foreign nations. The administration tries to downplay the job-loss statistics, but Josh is frustrated that they won't be able to deliver on the promises they made to the workers' union during Jed's first campaign.
