Napoleon Solo attempts to prevent Russia's great crops of wheat and corn from being destroyed by deadly fungus sprayed from long-range missiles. Russia blames the United States and threatens war if another rocket is fired. Solo, transformed via hypnosis into a rich wheat farmer, makes contact with a group of intellectuals who live below the floor of the sea and whom he suspects are behind the rockets as part of a plot to start World War III.
