A call comes into the station from the FBI reporting a bomb threat at the Family Court building. As the detectives try to evacuate the building, a letter bomb explodes in the Judge's chamber, spreading a burning white powder. Later, Sipowicz receives a call to say that another letter bomb has gone off, again accompanied by a mysterious white powder, this time at a lawyer's office - and the lawyer is at the hospital, suffering cardiac arrest.
