A rather strange case opens when a petty officer is found dead in a car while working on an undercover mission. As soon as his body is discovered, a Russian spy, who has just committed a traffic violation, is found with a recently fired gun in his car. The entire case becomes complicated when the Department of Homeland Security claims that the Russian spy is working for them.
