In this edition of the police drama series, the best hope of finding a car driver alive is one of the armed robbers who kidnapped him, but the deal he demands would effectively prevent his prosecution for the shooting of an off-duty cop. This places McCoy in a dilemma: should he appease the police, who want the man prosecuted, or the kidnapped man's wife, who wants every possible avenue of saving her husband explored?
