The CSI team investigates when the body of a local councilman is found in an empty house. The victim had angered the neighbourhood by backing the right of the government to force people out of their homes in favour of private development. However, the presiding judge has a grudge against Horatio and, when a new piece of evidence is found, it threatens to blow the case wide open.
