Mr Burns is fined $3,000,000 for dumping nuclear waste, so a town meeting is called to decide what to do with the money. During the meeting a musical salesman by the same of Lyle Lanley convinces the locals to use the money to make a monorail system. While the track and trains are being constructed, Homer goes to monorail conductor school and gets the job, and a suspicious Marge discovers Lanley's terrible secret.
