The manic road trip across America continues at full speed as Gary and Mike reach the nation's capital in their clapped out 64 Chevrolet and bring forth a torrent of chaos onto an unsuspecting senate. Gary and Mike tax their small brains to the limit while trying to fathom out the democratic process and at the same time wreak havoc on the careers of numerous senators, causing outrage and scandal about an already shaky government.
